Public Administration plays a vital role in every society as it focuses on the planning, design, and coordination of governmental operations and public service delivery. The discipline is anchored on key dimensions such as strategic governance, institutional accountability, policy formulation, human resource management, efficient service delivery, and prudent financial administration.

In today’s world, the growing complexity of governance and the increasing demand by citizens for effective and transparent service delivery underscore the need for well-trained public sector professionals. The Bachelor of Science (B.Sc.) programme in Public Administration is therefore designed to equip students with the knowledge, competencies, and ethical values required for effective participation in public affairs.

Through rigorous academic training and practical engagement, students develop skills in policy analysis, budget planning, public program coordination, and administrative leadership. Graduates of this programme are prepared to promote accountability, uphold public interest, strengthen institutional capacity, and address the dynamic challenges of modern governance.

The aim of the B.Sc. Public Administration programme is to produce competent, ethical, and innovative graduates equipped with the knowledge and practical skills required for effective public sector management, policy implementation, and service delivery in a dynamic governance environment.

The specific objectives of the B.Sc. Public Administration programme are to:

  1. Provide students with a sound understanding of the principles, processes, and practices of public and private sector administration.
  2. Develop analytical and problem-solving skills necessary for effective decision-making and policy implementation in complex administrative systems.
  3. Produce highly skilled personnel capable of contributing to the advancement of administrative knowledge through research, scholarship, and professional practice.
  4. Cultivate leadership, teamwork, and interpersonal communication skills essential for effective management in dynamic organizational environments.
  5. Foster entrepreneurial and innovative capacities among students to promote self-reliance, job creation, and economic development.
  6. Prepare graduates who are competent to manage the evolving challenges of bureaucracy, governance, and the global business environment with integrity and professionalism.

Employment Skills

Graduates of the B.Sc. Public Administration programme acquire practical and transferable skills that enable them to function effectively in public and private sector organizations. These include:

  1. Public Policy & Governance Skills: Ability to analyze, formulate, and implement public policies effectively.

  2. Administrative & Financial Management: Competence in organizational management, budgeting, and public finance administration.

  3. Research & Analytical Skills: Proficiency in data analysis, report writing, strategic planning, and problem-solving.

  4. Leadership & Communication: Capacity for teamwork, leadership, and effective professional communication.

  5. ICT & Ethical Practice: Application of e-governance tools with strong commitment to accountability, integrity, and ethical decision-making.

  1. At least five (5) credit passes (including Government, English Language and Mathematics) obtained in not more than two (2) sittings in the General Certificate of Education (GCE), Senior Secondary School Certificate (SSCE), National Examination Council (NECO), or in the case of foreign students, their equivalents.
  2. JAMB Examination results with a minimum score of 140 points and above.
  3. In addition to the above requirements, candidates applying for the direct entry (DE) admission are required to possess an A-Level qualification such as NCE, IJMB, GCE A-Level, OND, ND or in the case of foreign students, their equivalents. A minimum of merit is required for NCE, 6 points for IJMB or GCE A-Level, and lower credit for OND.

At the end of the programme, graduates should be able to:

  1. Ability to demonstrate sound knowledge of the principles, theories, and practices of public administration.

  2. Ability to analyze and evaluate public policies, administrative systems, and governance structures at local, national, and global levels.

  3. Ability to apply appropriate administrative and managerial techniques to enhance efficiency and public service delivery.

  4. Ability to conduct research, interpret data, and utilize modern ICT tools in administrative processes and decision-making.

  5. Ability to exhibit ethical professionalism, teamwork, leadership, and adaptability to emerging public sector reforms and governance challenges.

The B.Sc. Public Administration programme is distinguished by the following features:

  1. A curriculum aligned with NUC Core Curriculum Minimum Academic Standards (CCMAS)

  2. Strong emphasis on ethics, accountability, and good governance

  3. Integration of Islamic perspectives in public administration where applicable

  4. Practical exposure through research projects, workshops, and field-based learning

  5. Inclusion of entrepreneurship and innovation courses to promote self-reliance

To graduate with B.Sc. Public Administration, students must have:

  1. Obtained a minimum of 120 units for candidates who entered the university through UTME.
  2. Obtained a minimum of 90 units for candidates who entered the university through direct entry;
  3. Passed all compulsory courses in the programme and required courses;
  4. Spend minimum of eight semesters and maximum of twelve semesters for UTME candidates;
  5. Spend minimum of six semesters and maximum of ten semesters for direct entry students, and
  6. Fulfilled other university and faculty requirements for graduation with bachelors’ degree.
